A hot mess is one of those situations that is volatile, uncertain, complex, and ambiguous (Forbes calls this "VUCA"). The project is over budget and still under resourced. A key strategy or goal isn't progressing. Siloes are getting worse not better. There's more blame than solutions; or more meetings than action.
